Jimmy Heidel, executive director of Warren County Port Commission, Economic Development Foundation and the Vicksburg-Warren County Chamber of Commerce, presents a proclamation to Col. Robert Crear and his wife, Reatha Crear, in honor of the colonel’s service to the community as commander of the Vicksburg District of the U.S. Army Corps of Engineers. Crear, a Vicksburg native, has been commander of the District for three years. He reports for his new assignment as chief of staff of the USACE in Washington, D.C., July 11.
