[05/29/03] A man who may be a convicted sex offender is in the Warren County Jail without bond after attempting to kidnap a 15-year-old Bovina girl Wednesday, Sheriff Martin Pace said.

Javet Maurice Blake, 45, 405 Cindy Road, was arrested after running into the girl with a green 1979 Chevrolet Camaro and then attempting to pull her into his vehicle, Pace said.

The girl broke free from the man, ran to a nearby house and asked the resident to call 911.

Detective Randy Lewis then attempted to stop the vehicle on Stenson Road.

“The vehicle fled and turned onto Rancho Road,” Pace said. “The driver stopped the car, backed up and rammed the front of Lewis’ vehicle.”

Pace said both vehicles were damaged.

After a lengthy foot pursuit Blake was arrested and charged with driving under the influence. He is in jail without bond.

Blake is wanted in Illinois for a parole violation and information from the Illinois Department of Corrections indicates he is a convicted sex offender, Pace said. He would not discuss further details.

“The investigation is continuing and we expect charges to be filed as early as this afternoon on the Warriors Trail incident,” Pace said.

Those charges could include aggravated assault and attempted kidnapping, Pace said.

It is the second incident involving a sex offender in four days in Warren County.

Steven Lynn Kinney, 43, of Monroe was arrested and jailed Sunday after attempting to molest children at Wal-Mart.

A formed federal Drug Enforcement Agency agent, Kinney was convicted on state and federal molestation-related charges in Nevada in February and March.

Vicksburg Police investigating the case charges are asking parents of children who were in Wal-Mart Sunday afternoon and evening for help in the case.

Store videotape shows the man they suspect of attempting to molest at least three children under 16 throwing notes at children, Capt. Mark Culbertson said. The notes ask the children to call a phone number and offer money.

“We need the people that were in Wal-Mart that night, especially in the arcade area, to contact us,” Culbertson said. Parents of children who were with their children in the store or who left their children there “anytime in the afternoon, until about 8 p.m.” are asked to contact the VPD detective bureau, Lt. Billy Brown said.

Culbertson said police want parents to review the video and see if their children are shown being approached, he said. “We’ve seen several kids we know we haven’t identified that we know he approached,” Culbertson added.

Kinney gave his address during his initial appearance in court Wednesday as 506 S. Cox St., Bastrop, La. He is awaiting sentencing and is under a hold order from Nevada authorities.
