Flanders’ attempt for earlier agenda deadline falls flat|[3/22/05]

Motions to change the deadline for the agenda items for official meetings of the Warren County Board of Supervisors and to instruct the county administrator to prepare evaluation forms for county employees died for lack of a second Monday.

District 4 Supervisor Carl Flanders made both motions during Monday’s meeting of the board.

The first would have moved the agenda deadline back one day to 5 p.m. Thursday instead of 5 p.m. Friday for Monday meetings. Flanders said the change would allow Chancery Clerk Dot McGee to get the agenda to board members Friday morning.

“That way we could have one full working day to make phone calls or do homework,” Flanders said.

“We work for the taxpayer,” District 5 Supervisor Richard George said, pointing out the board shouldn’t erect any more barriers to citizens coming before the board than necessary. “If we don’t have time to (prepare) that’s what we have the ‘under advisement’ stamp for,” he said.

Although District 2 Supervisor Michael Mayfield at first seconded the motion, he later withdrew his second, allowing the motion to die.

Flanders’ second motion, was to have County Administrator John Smith to prepare employee evaluation forms in keeping with the employee policy manual that specifies annual reviews.

“Why do you have to spread something on the minutes to have him do something when he works for us?” Mayfield asked. “We just tell him what we want.”

Of the about 280 people who work for the county, only about 100 are under the direct authority of the board, the rest work for elected officials.

Flanders said the county’s practice of across-the-board raises is at odds with the personnel manual unless individual job performance reviews are conducted.
