Supervisors debate, hush personnel decisions|[5/16/06]

With staffing of the emergency management office at the starting point, members of the Warren County Board of Supervisors talked broadly about employment issues Monday, then adjourned.
One measure OK’d on a 4-1 vote was a proposal by District 4 Supervisor Carl Flanders to stop general advertising of “will and pleasure” openings the board fills. District 5 Supervisor Richard George was in dissent.
An organizational chart supervisors approved in February lists five county jobs supervisors directly control. They are county administrator, road manager, engineer, board attorney and the emergency management and permits directors. All other county employees report to the administrator or department head.
The position of emergency management director is mandated by state law and has been in controversy off and on since L.W. “Bump” Callaway III, who had served as elected coroner, was appointed in August 2000 to replace retiring director Luther Warnock.
District 3 Supervisor Charles Selmon and then District 2 Supervisor Michael Mayfield spoke against the process leading to Callaway’s selection at the time. Monday, Selmon initiated a closed 30-minute board session to discuss “a personnel matter.”
After it ended, Flanders made a motion that Callaway “no longer serve” as director, but it was met with silence. Selmon said the topic will be discussed again Monday.
The latest discord arose in February when Callaway asked for board approval of his selection for a deputy director. Supervisors rejected his choice and talks have been sporadic since.
