Holland squeaks by Ring for tax post|[11/07/07]

Warren County Tax Assessor Richard Holland won re-election Tuesday despite an ardent challenge from opponent Pat Ring.
Unofficial numbers show Holland, 52, with 7,739 votes, or 63.8 percent of the vote.
Holland, who will start his fourth term as tax assessor for Warren County in January, is responsible for establishing the taxable values of Warren County properties, making it a sometimes-controversial post.
Ring, 61, a veteran in the real estate industry, raised issues, including that Holland’s office no longer affirmatively notifies owners of changes in their assessments as some tax assessors around the state do.
One-fourth of all Warren County properties are reappraised each year, yet owners don’t know the new values until they receive tax bills in December, well after the statutory protest period has ended unless they inquire.
Holland countered that mailing notices would cost about $7,000, which he termed expensive, but said Tuesday the practice will be resumed.
“We haven’t done that in the past because few of those we notified complained much,” Holland said. Assessments are based on state-set figures and formulas.
Holland also thanked his staff at the Warren County Tax Assessor’s Office, who volunteered to run his campaign. “I’m real proud of them.”
Several other countywide and district officials were re-elected without opposition on Tuesday’s.
They include Sheriff Martin Pace, Chancery Clerk Dot McGee, Tax Collector Patricia Simrall, Circuit Clerk Shelly Ashley-Palmertree and County Prosecutor Richard Johnson, Central District Court Judge Richard Bradford, Southern District Justice Court Judge Joe Crevitt, and Central District Constable John Henry Higgins.
