New jail No. 1 on county list

Warren County’s wish list for federal dollars via the evolving stimulus plan of the incoming Obama administration now totals $152.85 million and features a new jail as its lead item among local projects.

Supervisors think a new jail could cost $25 million, according to a list revised this week by county engineers. A study to plan the size, scope and location of a jail to replace the current facility at Grove and Cherry streets is under way by a Colorado-based professional jail consultant.

New money to pay for costs related to cleaning out three drainage bayous is on the list at $10 million. A $3.9 million Katrina-related disaster recovery grant has been on the table for 10 months to finance the work, with long-term maintenance the prime sticking point. Supervisors have been notified by the Mississippi Development Authority that a long-term maintenance agreement is required, according to rules governing federal block grants.

Also, the board agreed Thursday to officially ask Vicksburg officials to take over the project, something Mayor Laurence Leyens has said he would not support. Supervisors justified its place on the list as a backup financing option in case costs exceed the Katrina grant, should they decide to maintain the flow of Glass, Hatcher and Stouts bayous.

Henry Lake Road, originally slated for a resurfacing, is now mentioned as part of a job to connect with Flowers Hill Road and totals $5 million. Overlay of Fisher Ferry Road from Vicksburg’s boundary to the Big Black River and two new bridges over the county’s southern boundary are on the list, slated for a $6.5 million improvement.

Another item, a connecting road or overpass to ease truck traffic between U.S. 61 North and the Port of Vicksburg, is noted at $75 million but is considered a longer-range project by state transportation officials and has been in various environmental reviews for several years.

The county’s annually reviewed four-year plan for resurfacing and adding lane stripes is estimated at $3 million. The full list of estimated project costs includes:

* $7.5 million for replacement of the 15-ton overhead crane and housing building at the Port of Vicksburg

* $3 million for replacing the Cherry Street bridge, currently slated for block grant funds.

* $2 million each for restorations of LeTourneau Road, a portion of which was heavily damaged by Mississippi River floods last spring, Eagle Lake Shore Road and Bovina Cutoff Road.

* $1.5 million for slope stabilization of the Mississippi River bank nearest the old U.S. 80 bridge

* $1.6 million for Fonsylvania Road widening

* $1.5 million for Burnt House Road and Birdsong Road widening

* $500,000 for replacing the Baldwin Ferry Road bridge

* $400,000 for replacing bridges at Bazinsky Road, Old Highway 27, Cairo Street, Wood Street and Avenue D.

* $200,000 for a new restroom at Eagle Lake boat landing.
