County election set for Nov. 3

Two seats on the Warren County Election Commission will appear on a special election ballot in November that could also include Judge Frank Vollor’s seat on the 9th Circuit Court bench.
District 3 had been in line for an election commissioner since the start of the year. Supervisors appointed Elva Smith to the post on an interim basis in March after former commissioner Patricia Reed did not seek re-election in November.
There is also a seat open in District 5, due to the resignation of incumbent Gordon “Motor” Carr accepted by supervisors Monday. Resumes will be sought to name an interim commissioner, supervisors said.
Other commissioners are Patricia “Petesy” Smith in District 1, Retha L. Summers in District 2 and John Rundell in District 4.
Commissioners are elected to four-year terms from each of the five supervisor districts. They enroll voters, assign them polling places, prepare ballots, certify non-party candidates, conduct all general and special elections and certify results to the Secretary of State’s Office.
In the 3 1/2 years since most Mississippi counties voted to have electronic touch-screen voting machines and subsequent actions by the state to centralize the voter database, the commission’s role has shrunk despite its statutory authority. Commissioners are part-time and are paid to work a limited number of days.
Whether the post being vacated by Vollor, a 20-year judge for Warren, Issaquena and Sharkey counties, will appear on the Nov. 3 ballot will be determined when a temporary successor is chosen by the governor. With other vacancies, Gov. Haley Barbour has set special election dates when appointing interim judges.
Vollor’s resignation is effective May 31, and he plans to return to private practice. If no special election is set, the appointee will serve the remainder of Vollor’s term, which would have ended in December 2010.
