City Traffic Department foreman Bert Day uses a propane torch to stick tape to the stop bars at Cherry and Chambers streets Monday morning.  “It’s kind of spring cleaning, I guess you’d say,” Day said.  He said crews used to paint the new lines every year, but discovered that the hot tape lasts five or six times longer.
