A Vicksburg man who police say “has been falling through” cracks in the legal system was in the Warren County Jail today for not reporting to circuit court for a home burglary charge.

James E. Perkins, 41, 106 Sherman Ave., was arrested by Vicksburg police Sunday in the 1200 block of Second North Street on misdemeanor charges, Sgt. Sandra Williams said.

“After he was arrested, the warrant was executed,” she said.

“He has been falling throuh the cracks for a long time,” Williams said of a laundry list of charges, indictments and convictions that Perkins has faced. She could not provide details on most of the crimes, but said that before Sunday Perkins faced charges for a residential burglary in 2008 and a forcible rape in Edwards in 2009.

He was indicted by a Warren County grand jury in 2009 on the burglary charge, and the status of the rape charge was not available.

Perkins was being held without bond pending an initial appearance in court.
