Triple jail staff would triple budget, officials say

Tripling the staff for a new jail over three years if built to full-scale specifications would also triple the Warren County’s overall jail budget, officials said Monday.
Salaries and state retirement benefits for about 40 extra jailers, feeding and providing health care to prisoners and such ancillary costs as pest control and cable television would inflate spending at the jail to $4.5 million in three years, according to projections based on current inmate housing and other costs.
The analysis extends by one year an impact study presented to supervisors two weeks ago.
Supervisors pegged spending at the current jail at Cherry and Grove streets at $1.4 million in this year’s budget.
In a study last year, consultants recommended the county build on 20 to 50 acres a 350-bed facility that would be expandable to 650 beds.
A bond issue over 10 years would force a property tax increase through a millage rate hike absent any growth in the tax base. The recent impact study forecast a $50 jump on tax bills for every $100,000 in true value.
State law does prohibit counties from raising the rate higher than 10 percent of the general fund, which could affect how long a jail is financed.
A committee of supervisors, judges, clerks and others who work closely with the legal system will meet at 1:30 p.m. Wednesday at the courthouse to continue talks on the jail and streamlining criminal cases.
