16-year-old indicted in robbery at gunpoint Homeowner faces fraud charge

Indictments made public Thursday by the Warren County District Attorney’s office include a 16-year-old charged with armed robbery and a man accused of conspiracy and insurance fraud after his house burned last summer.
De’Berrea Malone, 16, 1123 Harrison St., was arrested April 4, hours after a man reported being robbed of $13 at gunpoint at 3:11 a.m. in a parking lot in the 1300 block of Washington Street.
Malone’s case was initially assigned to Youth Court, but Judge Johnny Price ordered him tried as an adult, citing the violent nature of the crime, police said.
Arrested with Malone was James Ransom, 18, 515 Adams St. A possible indictment against Ransom has not been made public by the DA’s office, but a second wave of formal charges by the grand jury will be announced later today.
Indictments are usually not announced until after defendants have been arraigned in court, meaning they are formally advised of the charges against them and have a trial date set.
In addition to Malone, defendants arraigned Thursday by presiding Circuit Judge Isadore Patrick included John R. Galey, 55, 9960 U.S. 61 South, who was indicted for insurance fraud and conspiracy to commit a felony.
Galey’s home burned in July. He was in Florida at the time, but some of his personal belongings were later found to have been removed before the fire and authorities, citing the suspicious nature of the blaze, initially arrested him for arson.
The panel of 18 grand jurors was selected and sworn in Monday. In addition to reviewing evidence in criminal cases and deciding if there is enough evidence to proceed to trial, they tour the Warren County Jail and other county facilities, meet with judges and law enforcement officials and issue a report.
Thursday, 13 defendants were arraigned and their indictments released.

• Dewayne Tyrees Jackson, 52, 1804 South St. — uttering a forgery, March 16.
• Jeremy Antonio Moore, 22, 2614 Roosevelt Ave. — fleeing or eluding a law enforcement officer, Dec. 12.
• Levon Carter Pinkney, 21, 807 Speed St. — aggravated assault, March 31.
• Gregory Barnard Ragan, 25, 8050 U.S. 80 — shoplifting third offense, Sept. 19, and armed robbery and burglary of a dwelling, Oct. 7.
• Jamaal Stowers, 22, 128 Village Drive — armed robbery, July 5.
• James Frank Webb, 64, 1124 South St., Apt. l — larceny, motor vehicle, July 15.
