Winfield: Reorganization of city to begin in June

Vicksburg Mayor Paul Winfield will begin in June presenting his plan to reorganize and streamline city government, he said Monday.

“We’re going to start talking about it,” he told Aldermen Sid Beauman and Michael Mayfield. “This is going to make us leaner and more efficient. I will be making suggestions to the board for their response. We’ll discuss the adjustments in executive session.

“I’ll bring my recommendations to the board, and they’ll give me their ideas,” he said. “It should take about 90 days to complete the reorganization, but it could take longer. There are a number of things to consider.”

Winfield said after the meeting that he wants to reduce the city’s 30 departments to 12, starting with public works, the largest.

He said some departments will be consolidated “and some new ones will be added.” He said the reorganization will become effective with the 2013 budget.

The only departments not affected by the reorganization, he said, are the city’s police and fire departments, legal department and the city clerk’s office “although some duties will be added to the clerk’s office.”

Winfield has talked about reorganizing city government since taking office in July 2009 and periodically reminded the board that he would present a plan. He said he delayed moving on it sooner because “it’s a very complicated issue, and it took time to review. I think we’re at a better point in time to do it.
