“We were talking at the scene last night that we had seen this individual walking up an down the interstate — and other roads — quite often,” Armstrong said Tuesday morning. “It’s sad, but there was nothing the driver could have done.”

Armstrong said there no citations issued in the accident.

“It is a shame,” Armstrong said. “I remember seeing him quite a bit walking up and down the interstate and other roads.”

There was no information available Tuesday morning on any arrangements for Welch.
