Incoming Commander Maj. Gen. Richard G. Kaiser greeted guests during the change of command ceremony at U.S. Army Research and Development Center Thursday, replacing Maj. Gen. Michael C. Wehr. Lt. Gen. Todd T. Semonite, 54th Chief of Engineers and commanding general, also spoke during the change of command ceremony at ERDC.
