BOMA authorizes development agreement with Legacy Homes

The Vicksburg Board of Mayor and Aldermen (BOMA) during its regular meeting Friday authorized an agreement between the city and Legacy Homes Vicksburg LP for the Legacy Village subdivision property. 

“Legacy Vicksburg property intends to develop land in south Vicksburg into a neighborhood,” City Attorney Lee Thames said. “The property will include 53 lots. Each home will be more than 1,350 square feet of living space with a price of over $180,000 with brick or stucco exterior.”

Thames said the development agreement is similar to what the city has done with areas such as the Ash Meadows neighborhood.

“So, the intent is, and the city’s desire is, to have new, affordable homes built within the city limits,” he said. “The city will give an incentive for the development by agreeing to construct water and sanitary sewer in an amount not to exceed $600,000, with the city using their own engineer.”

Thames said, as part of the agreement, Legacy has committed to construct four of the homes within eight months of the approval, as well as an additional 20 lots within 18 months, including street, curb, gutter, electricity, telephone, internet and cable capabilities.

Flaggs said the funding for the project will come from the $6 million appropriated to the City of Vicksburg by the Clean Water Act.

“It’s in the process of being finalized by the EPA (Environmental Protection Agency),” he said. “This project has been on the table for a long time.”

Flaggs added that Friday’s agreement coincides with the recently announced improvements to the Summit Ridge neighborhood, also located in south Vicksburg, with costs for that project to be determined following design plans submitted from engineers. 

“We’re going to monitor the project in Summit Ridge and the cost,” he said. “But what we have to do on the Summit Ridge is approve the design, approve the lights, the sewer, and the roads. So, we’ll be looking at that going forward.”
