Expansion of Medical Benefits Puts Vermont in the Vanguard

BURLINGTON, Vt., June 15 — Lorraine Lacaillade, a 75-year-old widow in Bolton, about 25 miles southeast of here, lives on about $12,000 a year, most of it from Social Security. She takes prescription drugs for arthritis and other conditions that would cost more than $1,000 a year if she had to pay for them herself.
