William Floyd of Vicksburg, 77, looks out over the Mississippi River with binoculars from Riverfront Park Wednesday afternoon. Floyd, who has been retired from the U.S. Army Corps of Engineers for 20 years, enjoys going to the park and watching the tow boats move along the river.
