A second person was charged Friday in a July 1 fire that left a four-unit apartment building uninhabitable and displaced three families.

John Ragsdale, 36, 1415 High St., was arrested at 9:55 a.m. at Grove and Locust streets and charged with two counts of arson, Vicksburg police Sgt. Sandra Williams said.

“He was walking by one of our officers, and she recognized him as having a warrant on him for arson,” said Williams.

Ragsdale is accused of setting fire to Apartment B at 2232 Grove St., Williams said. He was being held at the Warren County Jail on a $100,000 bond.

Also accused is Zenobia Smith, 30, 1415 High St., who was arrested Tuesday and released from the Warren County Jail on a $10,000 bond.

Smith and Ragsdale had lived at the Grove Street apartment some time before the fire, Williams said.

The building is owned by Roy Miller of Springfield, Mo.

Ragsdale’s arson arrest is the third this week. Johnny Ray Galey, 54, was arrested by Warren County deputies Monday in a fire last Saturday at his home, 9960 U.S. 61 South. Galey remained in the Warren County Jail Friday on a $50,000 bond.
