City Water Department Foreman Albert Johnson reaches elbow-deep into a hole on East Avenue where a 6-inch water main broke while they were trying to replace an old service line to the apartments at 1215 East Ave. Thursday. Fire hydrants along East Avenue were turned on to relieve pressure on the line while department employees repaired the water main.
