Flags atop the Upper End, above Duff’s Tavern & Grille on Washington Street, are whipped by the wind this morning as a storm moves in. Heavy rain and gusts of up to 30 mph were in the forecast for the day, and Warren County was under a tornado watch until 3:30 this afternoon, the National Weather Service said. Temperatures were to drop from the 60s to the 20s by tonight, with the sun coming out Wednesday and a high around 42. Meanwhile, a massive storm has begun a trek across the Midwest./A6
