More investment fruitless

The latest proposal to boost the economy includes an ‘investment’ in education. But it seems no one can explain exactly how greater investment would improve student performance.
All schools produce students with both excellent and poor education performance. This seems to indicate that students can learn in almost any school. Schools and teachers are responsible for teaching, but parents and students for learning.
The problem inhibiting education is irresponsibility by undisciplined family units, and lack of parental and student resolve. More investment would be fruitless.
