Armstrong to make statewide plea to help find rapist

Vicksburg Police Chief Walter Armstrong has scheduled a 1 p.m. press conference in Jackson to make a plea for information in the rape of a handicapped woman reported Oct. 26 on Drummond Street in Vicksburg.
